There is a Facebook page for the area I live that has a post about all the volunteers in the area who are helping vulnerable people. There are 3 numbers to text/ring and they can help with food deliveries.

Perhaps (if you haven't already) look up your parents' area and see if anything similar is going on where they live. We have loads near us, but I get that it's hard to persuade people to ask for help. I'm still battling with it myself.
