i don't think they're deliberately keeping numbers low any more

though the decision to only test people in hospital had that effect, i think it's more incompetency to get their s**t together in the extra time that was given to them.

i don't even think some of the contradictory statements are deliberate - it's just a consequence of years of every part of the state being cut back to the bone - now that it is all being stretched beyond what was ever thought of, there is no slack to take that extra pressure. mistakes are being made and communications are being missed

the arse-covering though, well that's deliberate
