He's talking about employees there isn;t he?

I.e. saying the scheme for employees will hopefully be up and running by the end of April.

Which seems a little late if it means companies are going to have to pay those staff for March and April and then retrospectively claim the money back - I can still see a few companies getting rid of staff rather than have to do that.
