My understanding is that companies are doing this voluntarily

A group of manufacturing companies have already cloned a ventilator design and are now working toward large scale manufacturing.

Even the formula 1 teams are looking at pooling their prototyping / additive manufacturing capabilities to manufacture ventilators.

I think a key point is that you need trained staff to operate the equipment and many of those are self isolating because they can't get a covid test at this time. Hopefully, this will change soon.
