It all does seem a little relaxed.

People have settled into a sort of semi lockdown now but there are still far too many mingling.

I'm not really understanding the "at the right time" approach now. You either do it or you don't. They seem to be stringing it out. The whole point was to avoid exceeding ICU capacity and yet some hospitals are approaching it now and its going to get worse for at least another 2 weeks.
