Its not worth going to the effort of setting something up if it wouldn't be used.

I think the risk aspect could me made clear to purchasers. I was thinking that there are probably lots of businesses that maybe don't have vouchers currently or do deliveries (e.g. restaurants).

I agree though that there needs to be a more robust government response. This was just to try and tap into the unspent money that will be sitting around during the crisis.
