Because they remain voluntary.
A decent section of society will always ignore “advice”. The only way to ensure people follow these measures is to force them, like they have done in some other countries.
But that will be unpopular to some, which is why it hasn’t happened imo.
Got the distinct impression that the scientist wants the government to go further, when he said these measures should not be taken as “soft advice”.
