my current experience is that people are full retreat mode - where possible - so pronouncing a new law is less necessary than it might otherwise be. It'll depend i think on whether the NHS can somehow squeeze through ... I don't the answer to that, but I do know it's a hell of a struggle - that's the nice easy balance that people in the real world are having to make - it's bloody easy to bang out an article telling them how idiotic they all are when you're not doing it yourself.
