Am I looking at the death rate differently to others?

Global: 70k people have had coronavirus but no longer have it. 66K recovered 4K died. This includes Chinese figures which I don't really trust much.

Italy: 1350 people have had coronavirus but no longer have it. 720 recovered 630 died.

Do you work out fatality rate based on deaths/number of cases or deaths/number of recovered?
