valve isn’t holding hence why you are still getting water try turning it in and out

Presumably it’s a standard heating system you would need to shut water off to heating feeder tank which could be done by main valve then drain whole heating system , you would need to add an additive to inhibit rust like fernox when refilled you could try to freeze the pipework locally and replace the valve with a new one
