Thing is though everyone goes to the pub before and after which is

presumably a much bigger risk than the 90 minutes when stood on the terraces in the open air.

Similarly, with Cheltenham, its probably not when everyone is at the races that there is a risk but the hotels, bars and transport travelling to and from Cheltenham must be rammed.
