I really don;t get why people flying in from Italy or Iran

are not being put in mandatory quarantine or at least transported home so they can self quarantine.

Apparently at Heathrow they are asking Italians flying in if they will self quarantine in a hotel nearby but its not mandatory and brits returning from these areas are free to just travel home on public transport.

I kind of get Cheltenham (outside etc) but surely these people should be considered high risk in terms of the virus and tested and made to self isolate not just politely asked to do so?
