Judge their players and how they will fit into a team and how well they'll cope/the team will play with them in it?

You must manage people, and have to work out/predict/guess if Bloggs with the attention to detail or Jones with the creativity will be a better fit for a given task?

You may be right and that Buendia would have been fine if he hadn't have been dropped. Or he might have been dropped because Farke figured he'd perform how he is performing. Or, more likely, it's something in between.
