i think it went something like this

when they built the hospital there was less stress on the system. now the hospital is overstretched and because the hospital was PFI funded the NNUH trust are getting NHS funds sucked out of them to pay off the PFI consortium who "own" the hospital. To help balance the budget the hospital increased car parking charges. then the hospital got over-stressed and parking was in cirises and there was n funding avail to build extra car-parking so they hoofed it out to (i am guessing) a private contractor who bought the plot of land across the way from the hospital and set-up an exptortion racket there. not sure if the council had a hand in it or not.

i don't know if the privateer company pay any of their money back to the hospital. i believe that they (NNUH Trust) are going to build a new multi-story car park up there after they have expanded the hospital (to cope with the load that they are currently creaking under as the hospital is too small) and that too will be another extortion racket.

but yeah, it sucks.
