Anything from about 15th downwards is VERY open to question. I've also probably understated West Ham: plenty would put them 11th.
In terms of the biggest clubs - in this age of the Big Six, you can't put Chelsea beneath it given how they're CL constants. I've always been uncomfortably aware of Wolves' potential - and Leeds' still remains, even though they've not been in the Prem since 2004.
What the list below tells me is how hard it is for Norwich to be 17th or above: especially given the sugardaddy clubs like Bournemouth who operate miles and miles above their 'natural' status.
Ipswich, in my view, have gone from a bit outside the top 20 to outside the top 30 in less than a generation.
