the ones sold on the street aren't 'official' but they're nearly all made by the rollers employed at the fábricas, either illegally with official tobacco or they're part of the cigar rations they give to all workers.

They give them ones without rings, to prevent them from selling them, but they can get hold of them easily.
They're the same quality but can be acquired for $0.50-1 each or much less instead of whatever ridiculous price they actually cost in official shops
