...in addition to the 33,000 tickets going to Spurs and Liverpool, "4,000 tickets have been sold to fans worldwide, with the rest [ie 31,000] reserved for UEFA officials, national organisations, commercial partners, broadcasters and corporate hospitality."

Spurs have 42,000 season ticket holders. Being their first ever champions league final, imagine there's gonna be quite a scramble for those tickets.
