Of something that virtually all fans were doing at the time, namely charging other sets of fans. The fact that people died was a tragic accident. No one set out to do that.
It literally could've happened hundreds or thousands of times at other games.
Besides that, the European ban came about after various English clubs had destroyed city centres across Europe, such as Spurs and Man U, among others.
Heysel was just the final straw.
