What on earth is this 'rebuilding bit'?

Rebuilding? Worthington constantly 'rebuilds' the team by a consequence of falling out with players (Edworthy), not getting the best out of players (Jarrett and to a certain extent, Ashton) and by chopping and changing the team (in one week out for four). He isn't rebuilding, it's in a constant state of disrepair. I find the statement worrying.
