Yes but the risk/reward is a problem.

If you deliberately take someone out with a bad tackle you potentially remove that player but your team goes down to 10 men so its not really an advantage gained.

Lets say you need to win a game or get a point.

Its worth a "future" 2 match ban if you can possibly get a player sent off and gain a huge advantage.

AND.... thats clearly what Bamford was doing.

I do think its so important to have VR for major game changing incidents. It wont get it 100% right but it will get it right most of the time. Far more than with natural human errors.
