I think this is a shrewd tactical release of misinformation by NCFC!

Everybody expects newly promoted Clubs to the PL to be gagging to spend cash on new players armed with their sudden relative wealth. Every player available has a price tag at least 20% higher than they might otherwise have been with the result that cash is wasted in terms of actual value - ask Fulham!! By saying to the world that we have next to no money to spend should make it that little bit easier to secure players at sensible prices. It's business!
