Not necessarily, there’s no minimum requirement

The rule is simply that you can’t have more than 17 non-homegrown players (those 21 and over) in the 25 man squad.

So we’d be wasting squad places if we didn’t have 8 homegrown players 21 and over, but we don’t have to have that many
