he's not gone 'by the book' re his personal circumstances. Left himself open to being blackmailed/compromised.

However he's not bent as in corrupt. Stuff like the laptop is a red herring, as if he was truly corrupt he'd know that they'd be able to forensically recover material off the laptop and he'd have taken more care over destroying it properly.
