Should be simple. Start with two games without home fans. However, entire stadium open to

away fans. No closed doors games which punish both teams. Or dock them points.

Put it on an escalation path. Punishment increases if recurrence within 2 years etc. Eventual suspension.

Fines never hurt a football federation.
