Define a majority please

Last time I looked there were around 50m registered voters.

How does 17m (approx 30%) constitute a majority.

All that we know is that three years ago 30% wanted to leave 29.5% wanted to stay and about 20% didn't care (the rest were dead or cats etc).

How dare the 30% dictate to the rest that they were right?

If the figure was above 25m then I accept you won but at best it was a draw and needs a replay.
