Firstly there’s no requirement for a safety certificate

as you would have with gas, so the letting agent kindly offering to undertake the check for £80 was clearly doing so for financial reasons.
Legionnaires develops in stagnant water; the reality is unless tenants are drinking water from the central heating system in the middle of summer they are unlikely to catch it.
That said a thorough check of things to make sure the hot water tank in the loft isn’t exposed to birds doesn’t hurt.
