Because the ref isn't sure one way or the other, so he can't give anything. His only alternative would be to guess. Just because a ref doesn't give a penalty doesn't mean he's certain it isn't.
Don't see how it could be a dive anyway, even if he's sure it isn't a pen, because Pukki clearly does run into the bloke hard enough to fall down.
