I reckon it's blackmail.

Drone pops up, airport closes, messages to authorities saying "henlo, we are very bad man, pay us eleventy brazilllion in bitcoins or we close the airport again, don't worry, if you pay us we won't say anything to anyone," govt delay, don't pay s**t, airport reopens, drones go up again, "motherf**ker did I stutter?" govt pays ransom, obviously doesn't want to say s**t about it because we do not pay money under duress (although obviously we do).
