Depends what floats your boat but Hamburg, despite what is said below...

...avoiding the Reeperbahn if poss as the wider St Pauli area has loads of good stuff to do, as indeed, much of Hamburg. Dresden’s Neustadt is a like old Berlin back in the day but it is changing (Dresden is a wicked city). And yeah, a bit obvious, but Berlin is the daddy of German cities...

That said I thought Munich was soulless so i’m prob not the demographic you want advice from...
