I'm sure he could continue to manage a chiefly ceremonial/procedural role alongside his other commitments, but if the club is going up it's going to need a much more hands on, commercially savvy, chairman if we're going to maximise the opportunity.
Balls is no fool, he'll know he can't devote the required time to do all that.
