i think it's Prem Cat 1 that get the first invites, but if they turn it down

it's the top finishing Champs clubs with Cat 1

so the 1st season we were in because most Prem league Cat 1s turned it down, but we were among the 1st of the Champs Cat 1s to get the invite because finishing in the relegation places of the Prem is still finishing above everyone else in the Champs
