It depends.

If the radar is scanning forward and we are above it, then we will not be seen.
If the radar is scanning up and we are comng in hard and fast just above ground level , then again we won't be seen.
If the radar has us locked on , then we may get shot down and that wouldn't be nice.

Best to be out of radar range, quietly going about our business until it's too late for anyone to do anything about it.
