If you do that sort of road cycling, particularly with others, you will come off at some point. (And when I cycle with my local club, we insist on helmets.)
I also do for my daily commute - is 40 minutes of cycling in traffic, 5 days a week, and I just figure that there's a low level of risk there that's worth taking account of.
If I'm just out and about at the weekend - nipping to the shops or whatever - then I don't.
Completely agree with the main point of that though - it absolutely shouldn't be compulsory. There's mountains of evidence that if you want to improve public health, then the key thing is getting more people on bikes. (And then doing what you can to make the roads they ride on as safe as you can.) Forcing them to wear body armour / hi-vis clothing etc will put some people off, and you get a less healthy population as a result.
