What’s the rules about goalies and pelanties?

Is it still that goalies can’t be in front of the goalie line until the ball is kicked or is that another one that fifa have done away with to suit the tv companies and Coca Cola?

I only ask cos I’m sure the weds keeper was a yard in front of his line before mario had taken the pen on satdee (note: I’m not proposing that this is why he saved it)
