Well obviously once the part of the river past a confluence

has been given the name of one of the rivers entering it, the other one then by definition is a tributary. And yes it is what is - no-ones about to change it! Just making the comment that, really, east of the confluence between the two rivers should have been called the Wensum, as it is both larger and longer at that point.
