Domain Name Help

Need some advice please! I want to register a domain name that someone has already claimed which, if you load it, comes up with a single 'under development' page with nothing on it (and has done for the last two years or so). If I look up their WHOIS entry I can see their renewal date is coming up soon. Does that mean the domain will be available for me to claim after that date? Is there anything I can do to 'reserve' it in the meantime?
