If you pack the team full of midfielders and a striker most of whom have pretty ropey scoring records, then you're probably going to miss a lot of chances.

That's not to say it is necessarily the wrong tactic, because there are trade offs in other areas. Just that if a coach sacrifices 'finishing' in the starting XI, in order to play more players who can 'control the game', then it is his responsibility a bit when the team misses a lot of good opportunities.
