All refs have a game management strategy, breaking the match into 10 or 15 minute chunks where they will vary their tolerance levels based on how the game is going and whether the temperature is increasing.
They will increase or lower tolerance and signal to their assistants any change with pre-agreed gestures.
Thus allows you to let a game flow or clamp down if things are getting overheated.
Admit can appear inconsistent if done badly but you lose marks if you are inconsistent with decision making.
Over and above, caution should be a caution whenever it occurs but reality is iften different... sadly.
