the wording is a bit sloppy

I think the confusion is caused by the bit saying the additional sub can only be used in extra time. Since you only get the additional sub if the game goes to extra time this is a given and shouldn't really need to be stated again. Just makes people try to read extra stuff into it to work out why it's there.
