Has anyone come across a book called The West Norfolk Question?

Following the Scottish referendum, the government pass a law to keep the UK together, only a bitter Norwich-hating Ipswich fan is the civil servant tasked with checking the bill and he deliberately deletes Norfolk from the text, thus making Norfolk an independent state.

It's good fun! I'm really enjoying it.
