Turnout was 40% last time (2014) too

When there wasn't any brutality. It's because 40% is generally about the level of support for Catalan independence (or was, before Sunday's government overreaction!) and since the referendum is never officially recognised the 60% who oppose independence overwhelmingly just don't bother to vote
