How is accuracy measured?

Because if it's just simply a ball reaching a team mate that doesn't nesessarily tell the whole tale. Some passes are pinpoint sniper like accurate onto in-running attackers so that they don't break their stride and some are just short passes between players in space for the sake of retaining lots of possession 🙄
