putting it a different way, no-one should be ruled out if they meet the requisite standards.

But, if you're saying the standards have been lowered in order to accommodate a people from a group that otherwise wouldn't have made the grade, then that's a difficult question.

However, if it meant having a lot more people without a significance reduction in skill or whatever, then that's ok I think.
