You're right the Galibier is mega-high, at 2,640 metres. (Makes me shudder at the thought of riding at that attitude - but I will do it one day...)
But it's not quite the highest the Tour ever goes - that's the Col de la Bonette, at just over 2,700m. Last time they climbed up to there was 2008.

(The Galibier is the highest climb they've ever used for summit *finishes* - though not this year, obviously. There's 30kms of high-speed descending once they're over it this afternoon...)
