Absolutely... but the ref still decides.

In cricket... did he hit the ball? Would it have hit the stumps?

Rugby... was his foot in touch? etc

These are facts.

Here, even if it looks 99% one way the ref still makes a judgement.

Goal line tech and offsides is the only thing that nakes sense.

Fouls etc... impossible.
