That's exactly the model that a number of clubs are running with their youth system,

The Man City owner did an interview a couple of years ago talking about developing young talent and selling them on as one of the big future income streams for clubs once big money TV deals start to level off/ scale down.

I can't find it right now but will have a look a bit later.
