The key elements of the definition under the Terrorism Act 2000 are:
Involves serious violence ✅
Designed to intimidate a section of the public ✅
Undertaken “for the purpose of advancing a political, religious or ideological cause” ❌
I would have thought that this act fails that last stage and thus is not within the legal definition of terrorism. This chap wasn’t “advancing a cause” in the way that ISIS is (ie trying to build a caliphate) - he was simply expressing his religious or racial hatred. He's not trying to advance any cause.
