and raises the same extremely uncomfortable question which is always raised - what is affordable, and at what point does the risk become one to which people ought not be exposed? One can keep on spending, one can keep on cutting - neither is completely satisfactory.

what is certain tho is hysterical calls to "arrest someone" are unhelpful; I fear a mob is being unleashed in this country
