The spammer would need some way of knowing that email addresses was used by that phone and reporting back the location of that phone.

Perhaps she used the email on something like social media or an app which is then reporting her location and cross-referencing it to advertisers to send an email. The email is targeted so they probably also know that she is female. Should say in the email whether she has subscribed to receive it.
