as an ex Cop myself in the area I worked in, a reduction of 24 officers would only see a reduction of 1 on duty at any one time and that number isn't across a whole force area. For my force which was mainly rural, a reduction of 80 officers across the force would translate to 1 on duty across all areas of the force at any one time.
Scale that up over the 43 forces in England and Wales and the numbers being bandied about don't equal a noticeable reduction in Police presence across the country.
The recent attacks are nothing to do with Police numbers anyway. Any one of us could take a knife, jump in our car and go and mow down and stab a few people if we were so minded. Its virtually impossible to predict or to stop, because it takes little or no planning, preparation or purchase of materials etc.
